institutional knowledge you would have known that the Council was made aware of
this issue several years ago and chose to ignore it. You would also wonder why the city chose to
redact the names of the other recipients and you would notice that the awards
fly in the face of the APM
section. You would also wonder if the
bonuses had anything to do with pension spiking, payoffs for sexual harassment
