This chart was prepared by Herbert Molano from public documents as a public service. It shows that historically salaries have outstripped Core Tax Revenue (property, sales and other taxes). When sales tax revenues don't increase, payroll increases nonetheless. And when sales tax or property tax increases in a big way, so do salaries and benefits increase in a big way. In other words, money that could then be used to build a municipal aquatic facility for youth (I've been proposing it since 2001) when times were good could have been built, but all the money was sucked out by hefty payroll increases. That was the main reason for the creation in 2001 of the Glendale Management Association - to get preferential treatment from the Councilmen in exchange for campaign contributions. Winners - Staff.
