Proposed urgency ordinance to amend the Supplemental Benefits Ordinances for certain officers, subordinate officers, assistants, deputies, clerks and employees of the City of Glendale for their compensation.

FISCAL IMPACT

 

The rate adjustments fall well within preliminary budget estimates. Thus, sufficient

appropriations are included in the 2009/10 and 2010/2011 budgets for the increased benefits costs to the agreed upon MOU provisions. The increased costs are $654,039 to the General Fund and $543,834 non-General Fund accounts. This action restores the employee contributions for GMA and GCEA employees, which had been temporarily suspended as per the respective MOU's. Should further negotiations result in increased employee contributions effective July 1, 2010, the above cost estimates will be further reduced.

 

BACKGROUND

 

These ordinances reflect necessary amendments to the Supplemental Benefits Ordinances to comply with the agreed upon provisions of the City's Memoranda of Understanding with its respective employee groups, effective June 1, 2010.

 

Each year, the City experiences adjustments to the group health insurance rates charged by the insurance carriers. For this year's renewal s, the overall composite rate is approximately 9.8% covering all of the group health insurance plans. The specific increases for each of the medical insurance carriers are as follows:

 

Blue Cross/Prudent Buyer (PPO): 11 .8%

Blue Cross/California Care (HMO): 12.8%

Kaiser (HMO): 3.8%

Cigna (HMO): 11.7%

 

The City and respective employee associations each share the burden of the costs and

potential increases in the medical premiums, in accordance with the provisions of the respective Memoranda of Understanding. For the GCEA and GFFA, the City and associations will each pay 50% of the June 1, 2010 increase. For the GPOA, the City pays 75%. For Management (GMA) and Executives, the City pays 90% of the increase. The new rates are reflected in Section 9.3 of the respective Benefits Ordinances (attached).
